Grant funds are intended for the development of viable urban communities by providing decent housing and suitable living environment and expanding economic opportunities, principally for the benefit of low and moderate income individuals. Shaded sections on the CD Eligible Census Tracts and Block Groups by Council Districts (map and list) have been identified as primarily low-/moderate-income areas (LMA), and all qualified activities occurring within these sections are considered to benefit all residents and businesses within the corresponding area. Generally, eligible activities include but are not limited to:
- Home Ownership Assistance
- Housing Rehabilitation
- Public Services
- Public Facility Improvements
- Special Economic Development Assistance
Grant Funding for Organizations Desiring to Work with the City of Dallas
Organizations desiring to work with the City, by requesting grant funds, should register online as a vendor with Business Development & Procurement Services. Texas law requires contractors to be selected through competitive bidding. Organizations must compete in a publicly advertised solicitation process. Organizations may only recommend concepts (i.e. programs or services) for funding based on an un-served or under-served need in the community.
Neighborhood Public Hearings
During the month of January, public hearings are held to give citizens an opportunity to have input on the use of funds in the Consolidated Budget for the next fiscal year (which begins October 1).
During the month of January Citizen Comment Forms are available to citizens for their input into the proposed use of funds. Citizen Comment Forms are available at all public hearings and online. The forms allow citizens to provide input into the proposed use of HUD funds.
All comment forms must be received no later than 5:15 p.m., Friday, January 31, 2017. The Citizen Comment Form provided below can be saved and submitted by email to firstname.lastname@example.org.
Approved Consolidated Plan Budget
Projects and/or programs in the approved Consolidated Plan Budget may be administered directly through city services that are identified through other agencies or departments directly. Some projects in the approved budget are implemented by contractors. Organizations that desire to work with the City through a City contract should register online as a vendor on the Business Development & Procurement Services website.
HUD Grants are monitored to ensure that all Consolidated Plan grant funds under the City of Dallas’ oversight are used in accordance with all program requirements, and for determining adequacy of performance.
Assessment of Fair Housing (AFH)
The City of Dallas is legally required to complete an Assessment of Fair Housing (AFH), in order to continue reciving federal housing and community development funding from the United States Department of Housing & Uban Development (HUD). The AFH is an analysis undertaken that includes the analysis of fair housing data, an assessment of housing issues and contributing factors, and identification of fair housing priorities and goals.
