City Council District 3
Biography: Councilmember David Neumann
David A. Neumann was elected to the Dallas City Council in June, 2007 to represent District 3 which is comprised of the 110,000 residents of Oak Cliff, West Dallas, and Mountain Creek.
The Mayor also appointed Mr. Neumann to serve as Chairman of the Trinity River Corridor Project Committee of the Dallas City Council.
Dave’s service to Dallas is based on his over 26 years of Dallas residency and his successful leadership within his small business, Oak Cliff neighborhood, and our City of Dallas. He attended and graduated Indiana University where he earned a Bachelor of Science Degree in Business – Finance. Upon graduation in 1982, he relocated to Dallas, Texas and has been active within the community.

Professional Occupation:
- As a small business owner and employer for almost 20 years, Mr. Neumann is the President and CEO of Ivy Jane. The Company was founded by his wife Frances as VP/Designer in 1989 and is focused on developing, manufacturing, and selling women's apparel to over 500 specialty stores in the southwest, southeast, and midwest United States.
- Mr. Neumann and family are active members of Kessler Park United Methodist Church. He and his wife Frances, have two young children, Ivy, and Corbin. The Neumann family resides in Oak Cliff .
