In October 1991, the Dallas City Council approved an ordinance establishing a Storm Water Management fee that applies to most of the property within the city limits of Dallas. This fee supports the Storm Water Management Section's efforts to ensure that the City of Dallas complies with the Environmental Protection Agency and the Texas Commission on Environmental Quality regulations on storm water discharges from both point and non-point sources. There are two types of fee structures used for billing property-tiered method that applies to residential property; and a runoff coefficient method that applies to vacant or commercial property.
For residential billing, the monthly fee is based on the square footage of the lot. There are five levels in this tiered system (following rates were effective as of 10-01-04):
To 5,000 square feet: $2.50/month 5,001 – 10,000 square feet: $3.99/month 10,000 – 21,800 square feet: $5.80/month 21,801 – 43,600 square feet: $10.16/month More than 43,600 square feet: $19.63/month
For vacant and commercial property, the monthly fee is calculated based on square Footage and a land use coefficient. These coefficients range from 40% for vacant land to 100% for parking lots. A coefficient is a ratio given to certain land uses to determine projected storm water runoff. For example, vacant property will allow 60% of the rainfall to percolate into the soil and 40% of rainfall to discharge from the property and enter the collection system, while a parking lot will allow 100% of the rainfall to discharge from the property. These coefficients are factored into the fee calculation along with the square footage to determine the fee. Currently the monthly charge for vacant and commercial properties is $.0794 per 100 square feet. The formula for calculating the fee is the square footage divided by 100 multiplied times the coefficient (expressed in decimal form), and then multiplied times 0.0794 monthly billing rate. For example, a business that occupies a 5000 square foot lot that has a 90% coefficient will have a monthly fee of $3.50, while a vacant lot of the same size will have a monthly fee $1.50.
