The Dallas City Charter (Chapter IV, subsection (b) of Section 5) requires that council districts be redrawn every ten years immediately after the release of the decennial census data, which serves as the basis for any reconfiguration. In 2001, the City Council appointed a Commission composed of 15 persons to develop and recommend a redistricting plan to the City Council. Following the Commission's work, the plan was approved by the City Council on September 12, 2001, and was subsequently approved by the U.S. Justice Department. The newly adopted plan was used in the 2003 City Council elections.
