Public Works and Transportation - Functions

 

Engineering and Construction Services is responsible for developing engineering plans and project construction management for streets, alleys, sidewalks, and storm drainage improvements associated with the Capital Improvement Program and Community Development Block Grant funded projects. This program reviews and coordinates private development projects, provides survey and construction inspection services, and identifies future infrastructure needs. This program monitors and samples storm water, investigates water pollution, and responds to hazardous spills.

Transportation Operations is responsible for design, evaluation, repair, fabrication, and installation of traffic signals, signs and pavement markings and traffic controls. This division enforces parking laws as well as collects parking meter and tickets fees.

Transportation Programs include:
Transportation Planning, which provides comprehensive transportation and design for efficient traffic flow throughout the city;

  • Interagency Coordination, which coordinates total transportation system improvement with outside agencies such as Dallas Area Rapid Transit and Texas Department of Transportation;
  • Transportation Regulation, which regulates commercial transportation services such as taxicabs, limousines, shuttles, private ambulances, non-consent tow and emergency wreckers and non-motorized vehicles;
  • Parking Management, which oversees parking meter operations and enforcement;
  • Ticket Processing and Collections, which distributes notices and collects fines for parking violations; and
  • Administrative Adjudication, which conducts administrative hearings for parking citations issued by Public Works and Transportation Parking Enforcement, Code Compliance and Dallas Police Department.

Facilities Planning and Construction is responsible for design and project management of new construction and renovations of existing City facilities, identification of city facility needs through the citywide Facilities Master Plan, and management of demolitions ordered by the Urban Rehabilitations Standard Board to abate nuisance and hazardous properties.

Geographic Information Systems (GIS) is used for management, analysis, and display of geographic (i.e., locational) information. The GIS Division develops, coordinates the dissemination of, and develops standards for spatial datasets for use by the City of Dallas. GIS Division staff members also provide technical support and consultation to City Departments and provide address and location data for several key City systems, including Police/Fire-Rescue Computer Aided Dispatch, Land Management System, Capital Project Management System, and 3-1-1.

Survey Division is responsible for providing surveying services to various City departments, such as the Dallas Water Utilities, Streets & Sanitation, Parks Department, the City Engineering Department, as well as accommodating Surveying requests from the Police Department, City Attorney's office, City Commission, Developmental Services, City Council, Aviation Department and other City entities

The Storm Water Management Section of the City of Dallas Department of Public Works and Transportation has developed and implemented a comprehensive Storm Water Management Program to reduce or prevent storm water pollution.

Components of the Storm Water Program include pollution prevention measures, treatment or removal techniques, storm water monitoring and enforcement authority, educational training and presentations, and other appropriate means to control the quality of storm water discharged to the Municipal Separate Storm Sewer System (MS4).

The Storm Water Management Program has been implemented in compliance with the Clean Water Act under the jurisdiction of the U.S. Environmental Protection Agency (EPA). A renewal application for the MS4 permit has been submitted to the Texas Commission on Environmental Quality, which has jurisdiction for this portion of the Clean Water Act. The Storm Water Management Section is the City's MS4 Operator.
