Open Call for Concepts and Ideas for the Dallas City Hall Site and Nearby City-Owned Property

As discussed by the Economic Development Committee during its March 2, 2026 meeting, the City is launching a public input process to gather ideas for the adaptive reuse of the city hall building and the redevelopment of the city hall site and surrounding acreage. No decisions have been made at this time. We are inviting the public to hear their ideas and see creative concepts from residents and community members to help guide upcoming decisions so that City Hall and nearby City-owned property can best serve Dallas now and in the years ahead. The feedback will help ensure a broad and representative range of ideas are brought forward and considered for future discussions.

The City of Dallas invites residents, stakeholders, architects, designers, urban planners, developers, and community organizations to submit concepts and ideas to reimagine the Dallas City Hall building and its surrounding site, as well as the nearby City-owned property that will become available upon completion of the Kay Bailey Hutchison Convention Center demolition and reconstruction. This early idea gathering effort seeks to gather preliminary perspectives from the market and the community regarding potential adaptive reuse of the existing building as well as redevelopment opportunities for the broader City Hall site and adjacent acreage.

Overview

Completed in 1978, Dallas City Hall was designed by I.M. Pei and stands in a prominent location in Downtown Dallas.

This open call is intended to gather preliminary perspectives and concepts from interested parties and the community regarding potential adaptive reuse of the existing building as well as redevelopment opportunities for the broader City Hall site and adjacent acreage. As the City evaluates its long-term municipal facility needs and the evolving future of downtown, this process provides an opportunity to explore ideas that could reimagine the building and site’s civic, cultural, and economic potential.

This process is intended to gather ideas and insights from a wide range of individuals and stakeholders and does not constitute a formal procurement or development solicitation.
