What is this project?

This project includes the renovation, equipping, and merging of two critical, related City functions into a single facility: the City's Emergency Operations Center (EOC), which coordinates the City's public safety response during major emergencies and disasters, and the City's 911 call center. Both are considered critical infrastructure, and the City has identified a need to house them in a facility designed or adapted for resiliency and security during daily emergency service operations and major emergencies.

A market review identified an existing City-owned property as the preferred location, subject to due diligence to confirm the most feasible and cost-effective site for both programs.

Funding Sources

No funding for this project was included in the original 2024 Bond Program. Based on information presented to City Council, the full $40M estimated cost is proposed to be funded through the November 2026 Bond; no other funding sources have been identified to date.

How This Fits Into the November 2026 Ballot

This project would be funded through City of Dallas Proposition A — Public Safety Facilities, a proposed $443M general obligation bond authorization. Proposition A is also planned to fund several other public safety facility projects not covered in this fact sheet, including the Dallas Police Department (DPD) Law Enforcement Training Center, the Public Safety Training Complex, a consolidated DPD Property Room, Evidentiary Vehicle Storage Facility and Crime Lab, and Fire Station No. 4 replacement.

Under Texas law, the official ballot language for this proposition is required to state: “This is a tax increase”; however, the city's tax rate will not increase related to this bond program. The estimated repayment for all of Proposition A, including principal and interest, is $629,618,180 over a term not to exceed 20 years.
