URBAN STRUCTURE IMPLEMENTATION WORKSHOP
On April 14, 2011, the studio hosted and facilitated an Implementation Workshop which marked the beginning of the hard work ahead. The implementation was approached with the same creative and innovative spirit that went into the creation of the Urban Structure (adopted in March of 2011). The Implementation workshop brought together city staff and the community for four hours to have a full creative discussion about the implementation tools and priorities for the realization of the Urban Structure over the next 20+ years. The intention was to reference existing implementation possibilities and to pose new possibilities in regard to: organizational arrangements; financial support tools and practices for development; zoning, code and regulatory reform options; infrastructure investment options; City Hall business practices to expedite and facilitate; and confirmation of priorities. The topics focused on the Urban Structure’s four major objectives: 1) Existing community revitalization; 2) New Development; 3) Incremental Reuse; and 4) Monitoring.
Successful implementation to achieve the community’s vision will require diligent efforts on behalf of the community and the City. High level city officials and community stakeholders came together for this four hour intensive workshop. Attendance from the City included: the City Manager, all of the Assistant City Managers, and several directors and department heads. Attendance from the community included La Bajada neighborhood association, Los Alto neighborhood association, W. Main representatives, investors, developers, non-profit builders, community leaders, and design professionals.
The half-day workshop was broken into two segments. The first segment was a general brainstorming session indentifying ideas and tools needed for the Urban Structure realization. Led by an Assistant City Manager, each table had representation from a City department director, community resident, an advocacy representative, new development representative, incremental development representative and an area expert or design professional. The second segment focused on one of the four major objectives using the ideas generated in the first session.
Using the dot-mocracy system, each participant voted on the highest priority. The intended deliverable from this exercise is a first draft “Implementation Strategy for West Dallas” that will be reviewed and evaluated by senior City Hall management.
