A person commits an offense if he posts or affixes or causes to be posted or affixed any notice, poster, paper, or device, which is calculated to attract the attention of the public, to any lamp post, utility pole, telephone pole, cellular telephone pole, or tree that is located on any public right-of-way or other public property, or to any public structure or building.
