The program targets residents of the City of Dallas who have been directly or indirectly impacted by the COVID-19 pandemic and are experiencing financial difficulties. Events and distribution activities will be held on various dates and locations to distribute basic necessity items to individuals, families, and seniors who have been directly or indirectly impacted by the COVID-19 pandemic and are experiencing financial difficulties.
This program may utilize non-profit agencies to serve as subrecipients or distribution partners for the Program.

Eligible Participants
Residents of the City of Dallas who have been directly or indirectly impacted by the COVID-19 pandemic and are experiencing financial difficulties.
Clients must:
- Reside in the City of Dallas at the time of receipt of service
- Have been impacted directly or indirectly by the COVID-19 pandemic
COVID-19 impact may include:
- proof of job/income loss, temporary or permanent
- reduction in work hours/income
- increased healthcare or household expenses that attributed to insufficiency of rent payments (i.e. increased child-care expenses due to school closures)
- unable to find, or maintain gainful employment due to COVID-19
- other evidence of negative impact of COVID-19
- financial instability or uncertainty due to pandemic
- unable to afford certain basic necessities
- live in or receive service in an area with high rates of COVID-19 and/or zip code identified in the COVID Equity Impact Assessment Tool or that meets one of the other criteria outlined below for Eligible Distribution sites
Eligible Distribution Sites
City-owned properties and nonprofit provider partner sites located in areas of high need, as identified by the COVID Equity Impact Assessment Tool, communities of concentrated poverty, or with higher than average impact of COVID-19 pandemic, such as high rates of evictions or foreclosure, high rates of job impact, high rates of positive cases, or other economic impacts.
Assistance
Provides hygiene items, personal protective equipment, supplemental food items, and other necessities for individuals, families and seniors. Examples of such items include, but are not limited to:
- Diapers and wipes
- Baby formula and bottles
- Heating units to support homebound seniors
- Toilet paper
- Soap, shampoo and toiletries
- Distilled water
- Feminine hygiene products
- Senior hygiene products
- Personal protective equipment
- Face coverings for adults and children
- Hand sanitizers
Funding
Various funding types may be used under this Program and must follow the requirements of the funding types. The Program may include, but is not limited to the distribution of basic necessity items purchased using available funds provided through the CARES Act, Coronavirus Relief Funds, future federal or state relief funds and/or donated funds, as well as distribution of donated items.
This Program Statement may be amended by the City Manager or designee to include amendments as appropriate to meet changing needs and funding requirements.
