Emergency Management & Crisis Respons​e enhances public safety, facilitates access to essential services, and addresses chronic quality of life issues through a data-driven and collaborative approach. We have four distinct division that focus on specialized areas of prevention, intervention, and response, coming together during emergencies to serve the Dallas community.​

    Emergency Management

    Emergency Management works before, during, and after emergencies to minimize impacts on the community. We operate in conjunction with other government agencies, the private sector, and community stakeholders to advocate for preparedness, prevention, response, recovery, and mitigation.

    Behavioral Health Operation

    Behavioral Health Operations includes Rapid Integrated Group Healthcare Team (RIGHT) Care, Crisis Intervention Team (CIT), and Mobile Engagement and Diversion Initiative for Community Safety (MEDICS), which work together to respond to mental health crises and connect individuals to long-term care and social services. These programs reduce reliance on emergency responders by providing immediate, community-based support and follow-up care.

    City Action Strike Team (CAST)

    CAST uses a data-driven approach to reduce violent crime and address chronic quality of life issues through cross-departmental collaboration. By combining strategies like Risk Terrain Modeling (RTM), Crime Prevention Through Environmental Design (CPTED), and community engagement, CAST delivers targeted, long-term solutions to high-need areas.

    Dallas Street Response (DSR)

    DSR is a comprehensive and coordinated approach to enhancing public safety and health through proactive encampment resolution, sustained closure maintenance, integrated behavioral health support, and strengthened interdepartmental and external partnerships to improve outcomes for individuals experiencing homelessness.
