The City of Dallas works to address encampment concerns in a comprehensive and collaborative way. Dallas Street Response is the City’s primary response to individuals experiencing homelessness. Our approach focuses on public health and welfare, connecting people to available services, and keeping public spaces safe and orderly. The information below explains what happens after an encampment-related request is submitted through 311 and how the Dallas Street Response team responds.

Submitting a Request

Community members can report an encampment by calling 311, submitting a request on the City of Dallas website, or using the 311 mobile app. Requests should be submitted under the Homeless Outreach and Encampments category. Providing clear and detailed information helps our team respond more effectively. This may include an accurate location, nearby landmarks, access issues, visible safety concerns, or any other details that help staff find and assess the site. After the request is submitted, it is sent directly to the Dallas Street Response team.


Review and Initial Response

Dallas Street Response staff regularly review incoming 311 requests. Each request is thoroughly to complete an on-site assessment and decide on the appropriate next steps.

The estimated response time to respond to a 311 request is within five business days. The timeframe to clean a site may vary depending on how complex the encampment is, how much coordination is needed, and what resources are available at that time. When the person submitting the request includes their contact information, Dallas Street Response staff will contact the person to ensure transparency in the process and gather more information if needed. If duplicate service requests are submitted for the same location, staff will close the duplicates and reference the original request.


Site Assessment and Outre​ach

When staff visit an encampment, their priority is performing a comprehensive site assessment followed by outreach and engagement with individuals who may be experiencing homelessness. The Dallas Street Response team speaks with individuals at the site to better understand their situation and identify any immediate needs. Staff determine whether individuals are willing to accept assistance. They connect individuals to social and human services through strategic partnerships and by working with external organizations and service providers. We conduct all outreach with respect and dignity with every interaction.


Coordination and Cleanup

If an encampment exists and requires cleanup, Dallas Street Response works closely with City departments and partner agencies. This coordination helps ensure that outreach, service connections, and cleanup activities happen in a planned and appropriate manner. Cleanup efforts are based on site conditions, safety concerns, and available resources. Through this coordinated process, the City of Dallas aims to respond to encampment concerns in a way that supports public safety and welfare while providing compassionate and effective assistance.
