The Community Empowerment Specialist goal is to connect those who are experiencing homelessness to supportive services.

​​​​​Street Outreach & Homelessness Response

​​The City of Dallas addresses homelessness through a coordinated, multi-department approach that combines field response, community stabilization, and housing pathways. Each partner plays a specific role to ensure concerns are addressed while connecting individuals experiencing homelessness to services and long-term housing opportunities.​

Stabilization & Community Engagement

The Community Empowerment Specialist Team (CEST), within Housing and Community Empowerment, helps connect people experiencing homelessness to housing, services, and support across the City of Dallas. The team works closely with City departments, service providers, businesses, faith-based organizations, and neighborhood groups to ensure a coordinated and compassionate response.

​CEST engages directly with communities, provides education and resources, and helps bring partners together to address needs in specific areas. By supporting outreach efforts, strengthening partnerships, and promoting long-term solutions, CEST plays a key role in helping individuals move toward stability while improving the quality of life for all Dallas residents.​
