Advancing Housing Stability and Opportunity for Dallas Residents​

The Office of Housing and Community Empowerment (OHCE) is the City of Dallas' centralized hub for housing, homelessness prevention, and community services. Formed through the merger of several key city offices, OHCE streamlines services to make them easier to access, reduce duplication, and respond quickly to community needs.

What We Do

Housing & Homelessness

The Housing and Homelessness Division works to expand affordable housing, support housing stability, and address homelessness across Dallas. The division also oversees Fair Housing, which promotes equal access to housing, investigates discrimination complaints, and provides education to residents and housing providers.

Community Empowerment

The Community Empowerment Division connects residents to essential services that support health and family stability. Programs such as WIC, Vital Statistics, and the Senior Help Line help residents access important health, nutrition, and documentation services.

Drivers of Opportunity

The Drivers of Opportunity Division advances the City’s strategy for strengthening neighborhoods and expanding opportunity. The framework focuses on key factors that shape quality of life, including employment, education, healthy environments, opportunity-rich neighborhoods, and access to health care.

By bringing housing, homelessness response, and community services together under one department, OHCE works to expand access to housing, strengthen neighborhoods, and connect residents to the resources they need to build a more stable future.
