About Community Housing Development Organizations (CHDO)

Community Housing Development Organizations are certified non-profits that produce affordable housing in partnership with the City. The City provides various forms of financing as grants and loans, including construction subsidy, gap financing, land acquisition and operating assistance. CHDO applications are accepted for prescreening throughout the year. Certifications will only be made in conjunction with funding awards in preparation for CHDO Certification.

CHDO applications are in review, and the list will be updated as CHDO applications are approved.

    The U.S. Department of Housing and Urban Development (HUD) and the City of Dallas have established standard criteria for organizations to be eligible.

    City of Dallas CHDO Certification Overview

    A Community Housing Development Organization (CHDO) is a private, nonprofit, community-based service organization that has obtained staff with the capacity to develop affordable housing in the community it serves.

    The information below details the requirements that nonprofit corporations must satisfy to be certified and recertified as a CHDO by the City of Dallas Office of Housing & Community Empowerment (HCE).

    Community Housing Development Organizations (CHDO) Applications

    The City of Dallas only proceeds with CHDO applications that have active affordable housing projects submitted through the Office of Economic Development’s Development Incentive Program or active projects identified in the City’s Land Bank or Land Transfer program pipelines. In addition, it is mandatory that a member of your organization attend one of the quarterly training in order to submit a CHDO application. Please contact the compliance division at: HOUCHDO@dallas.gov to request attendance for one of the CHDO quarterly trainings listed below:

    The organization must request a CHDO application from HCE’s Compliance Division: HOUCHDO@dallas.gov.

    Electronically submit your complete CHDO Certification Application package (Certification Application, CHDO Checklist, and all corresponding attachments and exhibits) to: HOUCHDO@dallas.gov.

    An incomplete application package will significantly delay the consideration of your application and will not be accepted.
