The Department of Housing and Community Development remains committed to expanding homeownership opportunities through strategic investments in partnership with the Dallas Housing Acquisition and Development Corporation (Land Bank Program),  the Land Transfer Program,​ and the Department Notice of Funding Availability (NOFA).

These initiatives provide essential funding for construction and development, with the key requirement that newly built homes are sold to income-qualified buyers. To ensure that these affordable housing opportunities are accessible to those who need them most, the city takes responsibility for verifying each buyer's income once a home is completed.

This page provides helpful information for individuals submitting a request for an eligibility determination for any of the programs listed above. Please use the checklists and program information on this webpage to compile all the required documents before submitting an eligibility packet using our Neighborly Portal.  


Effective Immediately - New requests for buyer income determinations must be made using Neighborly Portal.  

To access the Neighborly Portal and begin uploading documents, please click this link and select 'Single-Family Income Verification'.

Helpful tips: 

  • The Neighborly Portal Software allows applicants to start, pause, and return to applications. 
  • To start an application, click the link and create an account. You will see a list of programs; make sure to select 'Single-Family Income Verification' for homebuyer income determinations. Follow the prompts on each screen and upload the requested documents. 
  • Applications are not considered submitted until the "Submit" button in the portal is selected. 
  • Please don't submit a request without all the required documents listed on the checklists below. 
  • If you have questions, please contact us using the email below to request clarification before submitting a request. Incomplete or partial submissions will delay processing. 

Homes for sale through the Dallas Housing Acquisition and Development Corporation (Land Bank Program) and Land Transfer Program have varying income requirements. Please use the chart below to help determine the potential buyer's income threshold before submitting the request for income determination.
