Homebuyer Education Providers
To be eligible for the Dallas Homebuyer Assistance Program (DHAP), the borrower and/or co-borrower must complete a group or face-to-face homebuyer education course from a Housing and Urban Development (HUD)-approved housing counseling agency prior to closing, and must forward a certificate of completion to the DHAP lender. The certificate MUST NOT be older than 1 year from the date of issue. Due to the City of Dallas emergency declaration of the Covid-19 virus, online homebuyer education courses will be accepted until further advised. The online provider must be HUD certified.
Housing counseling agencies are permitted by HUD to charge reasonable and customary fees for housing counseling and education services, including pre-purchase, reverse mortgage, rental, and non-delinquency post-purchase counseling services, provided certain conditions are met:
- Agencies must provide counseling without charge to persons who demonstrate they cannot afford the fees;
- Agencies must inform clients of the fee structure in advance of providing services; and
- Fees must be commensurate with the level of services provided.
Approved Education Providers
Agencies interested in becoming an approved education provider must complete the Homebuyer Education Provider Application Package.
