About the CHP:

The City of Dallas Comprehensive Housing Policy provides a framework for public investments in the development and preservation of mixed-income housing.  Through a series of programs and financial tools that change with market conditions and policy priorities, Dallas works to achieve three goals:

  1. Create and maintain available and affordable housing throughout Dallas
  2. Promote greater fair housing choices
  3. Overcome patterns of segregation and concentrations of poverty through incentives and requirements
Dallas City Council adopted the current Comprehensive Housing Policy on May 11, 2022. In working towards the next iteration of the policy, Dallas is using an equity lens informed by a Racial Equity Assessment of the policy. To learn more about the Comprehensive Housing Policy Equity Analysis, please watch the videos below, or view the full HHS Council Committee meetings on the Dallas City News Network.

Following the March 28, 2022 HHS Committee meeting, Staff wrote a Friday Memo to City Council addressing their questions, comments, and concerns. To view the memorandum, click the button below.
