​Benefits Administration/Wellness

​The Employee Benefits Section of the Human Resources Department consists of a Manager, three (3) Senior Benefit Specialists and one (1) Accountant. The Employee Benefits Section (EBS) is responsible for the administration and financial management of City’s Employee and Retiree Health Benefits Program (The Program).  The Program includes the following health benefits:

  1. Self-Funded Preferred Provider Organization (PPO) & Exclusive Provider Organization (EPO)

  2. Prescription Drug Services for PPO and EPO plan members

  3. Fully-Insured Medicare HMO and Supplemental Plans

  4. Fully-insured Medicare Part D Prescription plan

  5. Group Life Insurance (Basic, Supplemental, Dependent and AD&D)

  6. Group Dental and Vision Plans

  7. Group Short-Term and Long-Term Disability Plans

  8. Flexible Spending Accounts (Dependent Child Care and Health)

  9. Employee Assistance Program

  10. Other Voluntary Employee Benefits

  11. Enrollment Services and Customer Support

The primary goal of the Employee Benefits Section is to ensure that the City of Dallas offers a comprehensive health benefits program that is competitive, affordable and well managed in order to recruit and retain the most skilled and qualified workforce
