Mission

The Inspector General’s Division (OIG) is an independent investigative authority responsible for identifying, investigating, and prosecuting ethical issues within the city, including those related to fraud, waste, abuse, public corruption, and official misconduct.

Vision

The Office of Inspector General will maximize the public’s confidence and trust in city government by promoting and practicing the highest level of integrity, efficiency, effectiveness, and economy.

Principles and Standards

The OIG receives, investigates, and prosecutes complaints and makes initial determinations regarding complaints received through the Whistle fraud, waste, and abuse hotline and any other medium. Additionally, the OIG provides training and information related to the Code of Ethics to city officials, employees, and others doing business with the city.

Approach

The OIG has a three-pronged approach to reinforcing the value of ethics: watchdog, guide, and advisor. As watchdog, the OIG has a team of attorneys and investigators to receive complaints, investigate potential violations, and to take matters of ethics violations, fraud, waste, abuse, official misconduct, corruption, as well as violations of the laws, ordinances, and rules as described in Sections 12A-47 and 12A-50(a)(2). Second, the OIG is responsible for the Integrity Officer Program. The Integrity Officer Program provides guidance and support to city departments and offices by ensuring that city employees and persons doing business with the city comply with the Code of Ethics and adhere to all ethical standards and reporting standards. This includes things like training, communication, risk assessment, and special events. Finally, the OIG advises the Ethics Advisory Commission (EAC), city manager, and city attorney on matters of ethics.

Authority

The Code of Ethics establishes the authority and independence of the OIG. The role, powers, duty, jurisdiction, and expectations of the OIG are contained throughout Articles VII to X of the Code. The OIG is an Office of the city supervised by city council.

Jurisdiction

Persons subject to the Code, such as persons doing business with the city, City officials and city employees, are obligated to report potential misconduct involving ethics, fraud, waste, abuse, and corruption to this office and to cooperate with OIG investigations. The OIG is tasked with properly addressing all complaints and can refer cases to law enforcement HR or other departments, when appropriate. The OIG is also tasked with broad jurisdiction to seek out fraud, waste, abuse, and corruption and has the authority to initiate its own investigations and enforce claims of retaliation in violation of the Code of Ethics.
