​ A complaint is a written statement submitted by a member of the public who is not a City employee, alleging concerns about a Dallas Police Department (DPD) officer in Dallas, Texas. This may include issues related to police procedures, treatment of residents, abuse, harassment, or potential violations of civil rights. Such complaints are formally referred to as external administrative complaints and may be filed with the Office of Community Police Oversight, the Community Police Oversight Board, or directly with the DPD.
If you wish to file a complaint regarding the conduct of a DPD officer, please complete the form below. Be sure to provide as much information as possible, including your phone number, email, and mailing address, so that we can follow up with you regarding your submission.​​​

File a complaint at our office at Dallas City Hall, 1500 Marilla St., 5DN, Dallas, TX 75201, the DPD Internal Affairs Division (2nd floor, Jack Evans Police Headquarters), or any of the seven Dallas police stations.

File an Independent Review Request

If you wish to request the Office of Community Police Oversight review the Dallas Police Department’s Internal Affairs Division (IAD) investigation and findings regarding your complaint, you may download the form here and submit it to our office in person or via email.

Please note that this independent review will assess the facts, conduct, policies, and procedures involved in your complaint. While the review may result in the same or similar conclusions, its purpose is to ensure accountability and transparency in the investigative process. You have 30 days from the date of the Internal Affairs Division's final disposition letter to submit your request to OCPO for an independent review.

Details & Requirements

If you have a criminal matter to report that does not involve a departmental employee, you may dial *911, use the Dallas Police Online Reporting System (DORS) to submit an online police report, or consult the Department Directory for a detailed listing of telephone numbers. Complaints against members of police departments other than the DPD must be filed with the Internal Affairs depar​tment/division of the local police department.​

If you are a city employee who wishes to file a complaint against a Dallas Police Department officer, you may contact the Office of Inspector General​ and the Dallas Police Department. 

If you prefer to file a complaint in person, you can file a complaint in our office, or the DPD’s Internal Affairs Division on the second floor of the Jack Evans Police Headquarters, and/or any of the seven police stations in the City of Dallas or by email to the Office of Community Police Oversight, or by mail, or online by below.

  • PC or Mac users will need to ensure they have Adobe Reader installed on their computer.

    • Once you have installed the software on your computer, click the link for the External Administrative Complaint Form, open it in Adobe Reader, and complete the form.
  • Smartphones and Tablets
    • If you do not have the Adobe Reader application, you will need to download it to your device for free.
