​The City of Dallas is required to affirmatively further fair housing (AFFH) under multiple regulations, including the City's Housing Policy (CHP) and the 2022 Qualified Allocation Plan (QAP).

Because the City receives funding from the U.S. Department of Housing and Urban Development (HUD), it must ensure that all housing and community development activities actively support fair housing. According to 24 C.F.R. § 5.151, affirmatively furthering fair housing means going beyond simply avoiding discrimination—it requires taking meaningful actions to break down segregation and build inclusive communities that offer access to opportunity regardless of race, color, national origin, religion, sex, disability, or familial status.

To support this, the Fair Housing Division has created tools that are used to evaluate proposed housing developments that request City support, including resolutions of support or no objection. (insert link to FHA PowerPoint)

The Fair Housing Division reviews each project to ensure it aligns with AFFH goals using this protocol and tool.
