The Joppa Authorized Hearing is a City-initiated zoning review for the Joppa area to improve land use compatibility, address zoning inconsistencies, protect natural features, and guide future development consistent with community goals and ForwardDallas 2.0.​ The Joppa Authorized Hearing area is located in southern Dallas, adjacent to the Trinity River and Trinity Forest. The area encompasses approximately 660.37 acres and includes a mix of industrial, mobile home, retail, and commercial service zoning districts.

As the community looks toward long-term revitalization, residents and stakeholders have expressed a desire for zoning that better reflects neighborhood goals, improves compatibility between heavier industrial uses and nearby residences, and protects the area’s natural features, including the Trinity River.

This Authorized Hearing provides an opportunity to reexamine existing zoning and guide future development in a way that aligns with community values, ForwardDallas 2.0 future placetypes, and the City’s long-term vision for the Joppa area.

  • The City Plan Commission (CPC) has been requested to authorize a public hearing for this area. Authorization memo submitted by CPC on November 24, 2025

SCOPE & OBJECTIVE

The purpose of this Authorized Hearing is to consider appropriate zoning for the designated area. This may include, but is not limited to:

  • ​Reviewing current land uses, zoning, and development standards
  • Establishing appropriate land uses and development standards
  • Applying other zoning regulations as necessary
  • Resolving zoning inconsistencies across multiple overlapping districts
  • Improving compatibility between heavier industrial uses and nearby residences
  • Mitigating negative impacts from industrial uses on the environment and natural features, including the Trinity River
  • Guiding the area’s transition to align with ForwardDallas 2.0 future placetype

BACKGROUND

The Joppa area supports a mix of industrial, residential, commercial, and natural land uses. The presence of mobile home communities alongside industrial operations reflects a longstanding tension between residential needs and heavier industrial activity. The Trinity River corridor along the western boundary provides significant environmental and recreational value that should be considered alongside adjacent land uses.

Existing conditions in the area present both challenges and opportunities for future zoning review.  See Land Use Map here

EXISTING PLANS FOR THE AREA

ForwardDallas 2.0, adopted in 2024, is the City’s comprehensive land use plan and establishes Dallas’s future development framework, with emphasis on env​ironmental justice, housing diversity, sustainability, and context-sensitive growth.

The Trinity River Corridor Comprehensive Land Use Plan, adopted in 2005, provides guidance for redevelopment along the Trinity River corridor, including recommendations related to land use transitions, environmental protection, and long-term redevelopment opportunities

AUTHORIZED HEARING PROCESS

The Authorized Hearing process provides residents, property owners, business owners, and other stakeholders with the opportunity to participate in the decision-making process regarding zoning, development standards, and other regulations in a specific area. The process emphasizes community involvement and ensures that the City of Dallas does not make zoning changes without input from stakeholders.

Typically, the authorized hearing process involves:

  • ​Reviewing current zoning and land uses in an area
  • Addressing land use incompatibility and inconsistencies
  • Developing recommendations for zoning changes
