Draft NEIGHBORHOOD PLANNING PROCESS

 The Dallas Planning & Urban Design (PUD) department is working to modernize and streamline the city's Neighborhood Planning procedures. Neighborhood Planning is initiated BY neighborhood organizations FOR neighborhoods, in conjunction with the city staff. The information on this page details the drafted Neighborhood Planning Process for the City of Dallas. The process includes six (6) phases and is meant to have a low barrier of entry, robust community involvement and leadership, and actionable items for communities to achieve results and have accountability.  BACKGROUND

 

To strengthen citywide planning in Dallas, City Council approved the initiation of the ForwardDallas Comprehensive Land Use Update in 2020. While this step will improve our overall commitment to promoting a better Dallas, planning at the community scale still needs to be addressed. PUD has been working to address area & neighborhood grassroots planning efforts by:

  • Holding multiple public listening sessions from November 2021 – January 2022, and March 2022, to get information from our neighborhood leaders, residents, and stakeholders,
  • Reviewed over thirty (30) procedures/documents related to municipal neighborhood planning around the US,
  • Held several meetings with neighborhood coalition groups.

Based on the information we've collected; the following actions were taken:

  • Established a webpage or dashboard dedicated to neighborhood planning,
  • Drafted a clear and concise process to adopt neighborhood plans,
  • Outlined a clear set checkpoints within the process,
  • Laid out an adoption process that has a mechanism for monitoring and implementation.

We understand these procedural changes are significant and will need flexibility while Dallas residents have had time to understand and provide feedback. Any feedback should be sent to city staff via one of the following methods:
