​​On March 26, 2020, the Dallas City Planning Commission (CPC) authorized a city-initiated zoning review for the Westmoreland–Illinois Dallas Area Rapid Transit (DART) Station area. Covering roughly 160 acres, this effort aims to assess and update zoning so the area can better meet community needs, support reinvestment, and leverage its proximity to transit. The area is currently dominated by Industrial Manufacturing and Light Industrial zoning districts. This zoning review provides an opportunity to transition existing industrial properties to more compact and compatible uses that better align with the surrounding residential areas. Throughout the process, City staff will review existing zoning, collaborate with residents, and prepare zoning recommendations that promote compatible land uses and align with the long-term goals of Forward Dallas 2.0.

​SCOPE & OBJECTIVE​​ 

The Authorized Hearing builds on the recommendations in the 2006 comprehensive plan, Forward Dallas!, which identified the Westmoreland DART Station as a location for future planning and transit‑oriented redevelopment. Although the plan called for creating an Area Plan to guide land use, transportation, urban design, and redevelopment around the station, that effort was was not implemented. 

This zoning review seeks to move that vision forward by aligning with the updated goals of Forward Dallas 2.0. The current transit-oriented development (TOD) efforts​​​ further underscore the opportunity to establish zoning that can support and guide future investment around the station. Through this process, the City aims to establish a cohesive zoning framework that supports reinvestment in underutilized properties, encourages a mix of residential, commercial, employment, and mixed‑use development near transit, and ensures new development remains compatible with surrounding neighborhoods. The Authorized Hearing will include, but is not limited to:  

  • ​E​valuating existing zoning districts and establishing appropriate land use and development standards.  
  • Coordinating with DART to ensure that zoning recommendations support the City and DART’s ongoing efforts to advance transit-oriented development (TOD) at DART-owned properties within the station area and are consistent with the goals of the Request for Proposals (RFP) process. 
  • Evaluating and eliminating existing nonconforming uses where appropriate.  
  • Protecting residential uses by ensuring compatibility with current nonresidential uses and anticipated future development.
  • Supporting a predictable zoning framework that encourages reinvestment and transit-oriented development.  

​The overall objective of the Authorized Hearing is to implement a zoning strategy that reflects adopted City policy, provides clear and objective development standards, and creates opportunities for reinvestment while preserving the character and livability of surrounding neighborhoods.

EXISTING CONDITIONS & MAP

The Westmoreland DART Station Authorized Hearing area is characterized by a mix of established residential neighborhoods, industrial properties, and commercial corridors. Northeast of the station, development consists primarily of single-family neighborhoods zoned R-7.5. South of the station, land is predominantly zoned Industrial Research (IR), and includes warehouse and light-industrial uses, many of which are currently underutilized or vacant. 


Westmoreland Road serves as the Authorized Hearing area’s primary commercial corridor; however, retail and service offerings are limited along the corridor. Community feedback has consistently identified a need for a broader mix of neighborhood-serving uses and mixed-use development.  

To further illustrate these patterns, the existing zoning map (see below) identifies the specific zoning and planned development districts within the authorized hearing area, including: 

​CR - Community Retail District
​​IM - Industrial Manufacturing District
​LI - Light Industrial District
​WR-5 - Walkable Urban Residential
​Commercial district intended for neighborhood‑serving retail and services.
Industrial district intended to accommodate heavy manufacturing, open storage, and supporting commercial uses. 
​ Industrial district intended to accommodate light industrial, office, research and development, and supporting commercial uses in an industrial park-style setting. 
​ Residential district intended to support walkable neighborhoods with a mix of housing types at a low intensity.

DART  TRANSIT-ORIENTED DEVELOPMENT (TOD) INITIATIVE 

The Westmoreland DART Station Author​ized Hearing coincides with ongoing TOD initiatives led by the City of Dallas and DART. In December 2021, the City and DART entered into a Memorandum of Understanding to facilitate the redevelopment of several DART-owned properties adjacent to light rail stations, including Westmoreland/ Illinois Station. 

In September 2022, the City issued separate RFPs for each station site, seeking mixed-use, transit-oriented developments that align with DART’s Transit-Oriented Development Policy and Guidelines. The RFP’s prioritized proposals that incorporate residential and mixed-use development, maximize public benefit, support increased transit ridership, and provide opportunities for housing, employment, and neighborhood-serving development.  

Following the evaluation of proposals by a joint City and DART review committee, the Dallas City Council authorized exclusive negotiating agreements with selected development teams on June 14, 2023. The Westmoreland Station redevelopment initiative represents a significant opportunity to transform underutilized DART-owned property into a transit-oriented mixed-use destination that supports the long-term vision for the station area. 

The ongoing transit-oriented development initiative complements the Westmoreland Authorized Hearing by providing an opportunity to ensure the area's zoning regulations support future redevelopment consistent with the City's adopted planning policies and the long-term vision for the station area. ​


AUTHORIZED HEARING PROCESS

The Authorized Hearing process provides residents, property owners, business owners and other stakeholders with the opportunity to participate in the decision-making process regarding zoning, development standards and other regulations in a specific area. The process emphasizes community involvement and ensures that the City of Dallas does not make any changes to zoning without input from stakeholders. Typically, the authorized hearing process involves:

  • Reviewing current zoning and land uses in an area, 
  • Addressing land use incompatibility and inconsistencies, and  
  • ​Developing recommendations for zoning changes.
