Procurement
administers the City's centralized purchasing system. Procurement is
responsible for developing bid specifications jointly with City
departments, obtaining bids through advertising and direct solicitation,
establishing and monitoring price agreement contracts, and issuing
purchase orders. Procurement maintains the register of professional and
personal services consultants who are interested in working with the
City of Dallas. Procurement, in coordination with Business Development
Services (BDS), maintains a register of Dallas M/WBE companies in
efforts to facilitate M/WBE participation in the procurement process.
Purchasing also administers the sale and auctioning of City surplus
property, impounded vehicles, City fleet, and unclaimed confiscated
goods through public auctions.
The
Business Development Services office is responsible for the ongoing
development and implementation of the City of Dallas' Minority and
Women-owned Business Enterprise (M/WBE) programs through Outreach and
Assistance, Contract Compliance, and Audit Verification.
The
ResourceLink Team, a division of BDS, is a group of Business
Development and Procurement specialists who connect your business with
the resources and information you need to do business with the City of
Dallas. The ResourceLink Team provides outreach from the Business
Development and Procurement Services department to help vendors access
the City of Dallas’ $600 million of purchases per year. A primary
responsibility of the ResourceLink Team is to increase and encourage the
participation of the business community to sell their goods and
services to the City of Dallas. The ResourceLink Team also will help
