Current Planning Operation Procedures During COVID-19

The Sustainable Development and Construction Department remains operational to provide service to our customers.  Current Planning Division staff is still available to assist you.  Some of our staff will be working remotely and remain available via email.  Our front desk is staffed and can be reached at 214-670-4209.

As of May 2020, City Hall is closed to the public without an appointment.  To submit an application for review, you may mail the application packet to the Current Planning Division at 1500 Marilla Street, Room 5BN, Dallas, Texas 75201.  If you would like to drop off an application, please contact our office at 214-670-4209 to make an appointment.  Customers will be allowed in City Hall for this limited purpose. 

Checks should not be submitted with zoning applications unless staff has reviewed a scanned application packet and determined the application is complete and has provided the amount of the fee.  If you would like to pay online, please ask the planner reviewing your application about how to make the payment.

City Plan Commission (CPC) briefings and public hearings are held via videoconference.  Information about how to access the CPC meetings can be found here.  All speakers at the CPC hearings must register to speak by 5:00 pm on the Tuesday before the hearing.  To register to speak at the hearings, please contact our front desk at 214-670-4209.
 
ZONING, DEVELOPMENT PLANS, MINOR AMENDMENTS APPLICATIONS:

• Zoning applications should be mailed or delivered to Current Planning in City Hall, Room 5BN by appointment only.  The application packet will be date stamped when received and reviewed for completeness.

• A Zoning Planner will contact the representative within one business day regarding the completeness of the application. 

If further information is needed, the applicant may mail or deliver       by appointment only  the additional information to Current Planning. 

If the application is complete, the representative will be directed to either come in and pay, mail a check, have a check delivered by appointment only, or pay online.

• To receive a review of an application prior to submittal, the scanned material may be emailed to Neva Dean at neva.dean@dallascityhall.com. The scanned documents will be reviewed by a Zoning Planner and comments will be provided regarding additional information needed, or that the application is complete and can be submitted.  Scanned applications will not be accepted as a formal submittal – only for review.

• The application will not be processed until the application is complete and payment has been paid.

• Any required information that is not available at this time due to closures of other entities can be submitted when the state of emergency is over. 

CURRENT PLANNING CONSULTATIONS:

• Consultations regarding Current Planning applications and processes will be conducted via phone call or teleconference.   You can arrange an appointment by calling (214) 670-4209 and asking to make an appointment with a Zoning Planner.

•  During this time, it is recommended that questions be directed to staff via email at neva.dean@dallascityhall.com.  Emails will be responded to within three business days.  Some emails may be forwarded to the appropriate staff person if the topic is not under the purview of Current Planning.

ALCOHOL DISTANCE VARIANCE APPLICATIONS:

• Alcohol distance variance applications should be mailed to Current Planning or delivered to Current Planning in Room 5BN by appointment only.  The application packet will be date stamped when received and reviewed for completeness.

• Staff will contact the representative within one business day regarding the completeness of the application.

If further information is needed, the applicant may mail or deliver the additional information to Current Planning by appointment only.

If the application is complete, the representative will be directed to either come in and pay, mail a check, or have a check delivered by appointment only, or pay online.

• The application will not be processed until the application is complete and payment has been paid.

ACTIVE ZONING CASES:
• Zoning staff will continue to be available via email and phone by appointment.

• Contact the planner assigned to the case directly.  The zoning intake log will provide the contact information by case number.

• Call the front counter staff at 214-670-4209 to leave a message for a Zoning planner or to get the email address of the appropriate staff person.

CITY PLAN COMMISSION HEARING:

• Contact the front counter staff at 214-670-4209 to leave a message for a BDA planner or to get the email address of the appropriate staff person.

• For questions regarding the Board of Adjustment, contact Jennifer Muñoz at 214-670-4208 or jennifer.munoz@dallascityhall.com.

BOARD OF ADJUSTMENT HEARING

• Information about how to access the Board of Adjustment (BDA) meetings can be found here.

• All speakers at the BDA hearings must register to speak by 5:00 pm two days before the hearing.  To register to speak at the hearing, please contact our front desk at 214-670-4209.

The Current Planning Division is responsible for the review and processing of zoning requests, subdivision and platting issues, zoning variances, special exceptions, and use termination cases, development code amendments, notification for public hearings, annexation, custodian of the official zoning maps, and street name changes.  Staff support is provided for the Board of Adjustment, City Plan Commission, the Zoning Ordinance Advisory Committee, and affiliated subcommittees, and task forces.​​
