Malcolm X Boulevard is on the  Pedestrian High Injury Network and Bicycle High Injury Network in the City of Dallas Vision Zero Action Plan, meaning it is one of the most dangerous streets in Dallas for people walking and bicycling. Implementing bike lanes on Malcolm X Boulevard was identified as a priority project in the Dallas Strategic Mobility Plan. The Department of Transportation is conducting a study to evaluate and recommend transportation safety improvements for Malcolm X Boulevard between Elsie Faye Heggins Street and Martin Luther King Jr. Boulevard.  The result of the study will be a list of improvements for the City to implement in the short-term and long-term that has been vetted by the community.  The study kicked off in early 2024 and is expected to take a year to complete.

Some improvements have already been completed or are funded for implementation, including improvements to the sidewalks between Martin Luther King Jr. Boulevard and McDermott Avenue, and future upgrades to the traffic signals (traffic lights) and pedestrian facilities at the Martin Luther King Jr. Boulevard intersection, the Pennsylvania Avenue intersection, and the Pine Street intersection.
