​Opening a New Account

You may now request to open an account Online or you may call the City of Dallas Water Utilities Department (DWU) Customer Service at (214) 651-1441 on weekdays. Or stop by our Customer Service Lobby in Room 2D South at Dallas City Hall, 1500 Marilla Street.

Deposits:

Deposits will be billed on your first bill. However, a deposit is not required if you meet at least one of the following criteria:

  • Your credit history with DWU is good;
  • You are at least 65 years old;
  • You own, or are in the process of buying, the property to be served; 
  • You have a letter of guarantee from another person who has a good credit history with DWU; or 
  • Your account with another utility was not delinquent and timely payments were made for 12 consecutive months.

Some customers who do not need to pay a security deposit when they apply for service are asked to do so later because they become delinquent or develop an unsatisfactory credit history with DWU.


Transferring Service

Moving to a different location within the city:

All Dallas Water Utilities’ customers who are moving to a different address within the City of Dallas must contact our customer service team to discontinue service at (214) 651-1441 so we can continue to give you uninterrupted service. To transfer service from one address to another, we need to know your DWU account number, your new address, and your new telephone number. There will be a small charge for transferring service, and it will be included on your first bill at the new address.

Moving out of the city:

All Dallas Water Utilities’ customers who are moving  out of the City of Dallas must contact our customer service team to discontinue service at (214) 651-1441 to tell us when you want to discontinue service at your old address. If you paid a security deposit, the deposit plus interest (if applicable) will be credited to your final bill. If there is a remaining balance, it will be mailed to you at your new address. If you anticipate a refund, be sure and have your forwarding address, zip code and DWU account number ready for the customer service representative.

 Establishing new service:

If you are constructing a new building or adding to an existing building and you need to connect to our water or wastewater line, here's how:

Call the Planning and Development Department at (214) 948-4500 to find out if water or wastewater lines are already in place and what fees need to be paid. Make sure you have the legal description of your property (lot and block numbers, etc.) You may be able to find this information on your deed, or you can obtain it by calling the Dallas County Appraisal District.

Obtain appropriate permits from the Planning and Development Department. The permitting process will include inspections by City of Dallas plumbing inspectors.

After obtaining your permit(s), contact the appropriate DWU division to schedule/make arrangements for installation. Please leave a detailed voicemail which includes your name, telephone number, physical address for the service installation, and permit number, if available.

  • Wastewater connection: Wastewater Collection - (214) 670-8791 or (214) 670-8753.

Installing a Lawn Sprinkler System

If you decide to install a lawn sprinkler system on your property, you need to make sure that water from your sprinkler does not back up into your drinking water. You are required to install a backflow prevention device to prevent this possible contamination of the water supply.
