Members serve a two-year term limit, the membership consist of nine (9) members nominated by the City Manager.

Dallas Resident. Membership must include: Two registered engineers, one of which is a fire protection engineer. One registered architect. One building contractor having at least five years experience in the construction of commercial buildings. One insurance investigator having at least five years experience in the Investigation of casualty insurance claims. One person experienced in the practice or technique of handling flammable or combustible liquids. One person experienced in the practice or technique of managing large public assembly functions. Two persons having a record of active participation in community affairs.
