About the Housing Finance Corporation Board

The Dallas Housing Finance Corporation (DHFC) provides tax-exempt mortgage revenue bonds and other support for the acquisition, construction or substantial rehabilitation of multi-family housing.

Mission

The DHFC partners with developers to own, develop, and finance the construction of multifamily residential housing. The primary purpose of the DHFC is provide decent, safe, sanitary, accessible, and affordable housing to the citizens of Dallas.

Purpose

The purpose of DHFC is to provide financing and refinancing (special conditions apply) for the cost of multifamily development and residential ownership within the City for persons of low- and moderate-income. This also includes housing for seniors, disabled, homeless, and other special needs.

Duties

Created by the City of Dallas in 1984, the Dallas Housing Finance Corporation (DHFC) provides tax-exempt mortgage revenue bonds and other support for the acquisition, construction or substantial rehabilitation of multi-family housing. Developments facilitated by DHFC financing provide housing for individuals and families earning 60 percent or below area median family income.

DHFC has the authority to purchase, lease, own, hold title to, or otherwise acquire an interest in a residential development, directly or indirectly through a subsidiary of the DHFC, provided that the City Council, by resolution, prior to the transaction being consummated by the DHFC:

  • Finds and determines that such transaction should be undertaken
  • Approves the form of the transaction
  • Authorizes such purchase, lease, or ownership of holding of title to or acquisition of the interest in the residential development the form of the amendment as approved and amended by City Council and all governing policies

The Housing Finance Corporation's mission is to  issue tax-exempt mortgage revenue bonds for the demolition and reconstruction of an existing substandard multifamily development, acquisition and rehabilitation of existing multifamily development, new construction of housing for special needs such as senior households, AIDS or other disabilities, youth projects, including housing for the homeless on an individual basis; or new construction of housing for low and moderate income households with a priority given to Master Plan Developments, Mixed Income Developments, Mixed Use and Transit Oriented Developments in multi-family developments.

The Housing Finance Corporation's mission is to  meet quarterly.
