The Multi-Tenant Inspection & Response program is on a mission to improve the quality of life for Tenants in Dallas. Mandatory rental registration and inspection provides the tenant with a voice, an expectation of standard living conditions and the reassurance of the owner's willingness to be a good landlord by being in compliance. We are here to help the tenant. Additionally, multi-tenant properties must be inspected at least once every three years.

Code Compliance Self-Certification Program
Code Compliance Services' Self-Certification program exists to provide high-scoring and compliant properties the opportunity to operate with minimal disruption from graded/ comprehensive inspections while allowing city staff to focus on properties with greater need. In December 2021, Dallas City Council amended Ch. 27-42 of the Dallas City Code for the incorporation of the Self-Certification program.
To qualify for the self-certification program, multi-family rental properties must score a 90 or higher on an initial graded inspection.
Multi-family properties will be required to abate all violations discovered during inspection to qualify.

Multi-Tenant Owners and Managers
Any person who owns, operates or controls a multi-tenant property is required to register at least thirty days before expiration of the prior year’s registration or upon taking ownership or control of the property. Additionally, multi-tenant properties must be inspected at least once every three years. For detailed information regarding minimum housing standards please refer to Chapter 27 of the Dallas City Code.

What the Multi-Tenant Inspection Program Means for You
The Multi-Tenant Inspection Program was created to provide a safe, clean, and healthy living environment for residents of multi-tenant properties as well as a cohesive environment with adjacent properties of differing uses such as single-family neighborhoods, retail, office, etc. The program, introduced in 1994, has evolved to include licensing and response programs, and swimming pool inspections. This program aims to alleviate poor living conditions and inform apartment tenants of remedies to those conditions.
The Dallas City Code gives Code Compliance the authority to enforce remediation of the following violations:

- Holes in walls, ceilings or floors
- Insect/rodent infestation (including bed bugs)
- Weather/water tight (weather stripping)
- Hot water (minimum temperature of 110˚F)
- Peep hole/keyless deadbolt lock
- Missing electrical switches or cover plates
- Exposed wiring
- Inoperable A/C
- Inoperable Heating
- Water tight sink, water closed, tub or shower (missing tile, etc.)
- Water Leaks
- Smoke Alarms
- Improper sewage discharge

- Litter
- Graffiti
- Junk Motor Vehicles
- Pot holes in parking lot
- Required fencing
- Overflowing dumpster
- Broken windows/doors
- Decayed/exposed wood
- Unsound stairs, rails or balconies

- Inadequate security lighting
- Pool safety

Note: While the Department of Code Compliance strives to address all citizen complaints, the Dallas City Code does not give us any jurisdiction to enforce remediation of the following:
- Mold
- Inoperable elevators
- Evictions
- Utilities shut off if any rent or balance is due
