About NOFA:

Guided by the Dallas Housing Policy 2033, NOFA provides financial assistance for new development and substantial rehabilitation projects that deliver sustainable, affordable housing, to residents throughout the City of Dallas. This program leverages city-owned land, public/private partnerships and support social impact projects, while following the compliance rules and limitations associated with funding streams. 

NOFA offers the flexibility requested from the development community to access gap financing in a timely fashion.  The program is designed to evaluate small and large scale projects on a fair and equitable scale allocating federal grants, general obligation bonds and other funding as it becomes available.  The NOFA Council Timelines align with the low-income housing tax credit calendar, where staff will actively work to continue improving service delivery. 

On June 12, 2024 the NOFA was amended. The Standing NOFA provides increased flexibility and equitable access to the developer community to access gap financing through available funding sources. Please see an overview of the changes in the video below. 

 


Eligibility Requirements:

NOFA is open to for-profit and non-profit applicants proposing the development of affordable rental and for-sale housing developments, including affordable rental housing for individuals and families experiencing homelessness, that also include a portion of units for persons with special needs.


Monthly Developer's Pre-Submission NOFA Meeting:

For more information, the Department of Housing & Community Development hosts a monthly pre-submission meeting on the 4th Tuesday of every month. All interested developer teams, contractors, and other interested parties are encouraged to attend. 

The next pre-submission meeting will be held via Microsoft Teams on Tuesday, April 22, 2025, from 2-4 p.m.

ALERT: The Dallas Housing Authority has informed us of their budget shortfall status with HUD and are no longer honoring any new HAP contracts for project-based vouchers at this time.  Any NOFA or permanent supportive housing development projects with units requiring project-based subsidy vouchers at this time must have other subsidy commitments, including tenant-based vouchers through other sources or partners, as a requirement for the NOFA application.
