The purpose of Development is to provide financial assistance to new developments and substantial rehabilitation of existing property, where such assistance is necessary, and to appropriately incentivize private investment for the development of high quality, sustainable housing that is affordable to the residents of the City. 


  • DEV NOFA - Development Notice of Funding Available

    Access gap financing for small and large scale projects on a fair and equitable scale allocating federal grants and general obligation bonds.

  • HIPP Minor NOFA - Minor Home Repair Notice of Funding Available

    Provides emergency health and safety repairs, as a partnership between the City and sub-recipients to implement outlined requirements.

  • DHFC - Dallas Housing Finance Corporation

    Apply to partner with the City of Dallas Housing Finance Corporation's Multi-Family Finance Program.

  • DPFC - Dallas Public Facility Corporation

    Apply to partner with the City of Dallas Public Facility Corporation to develop and preserve mixed-income workforce housing communities.

  • LIHTC - Low-Income Housing
    Tax Credit

    Developers with projects seeking Housing Tax Credits from the Texas Department of Housing and Community Affairs for No Objection.

  • MIHDB - Mixed Income Housing Development Bonus

    Development bonuses to incentivize mixed-income development in Multifamily, Mixed Use, and Planned Development zoning districts.

  • CLT - Community Land Trust
    Program

    Program to increase the supply of long-term affordable housing across the City of Dallas through tax exemptions.

  • DHADC - Dallas Housing Acquisition and Development Corporation (Land Bank Program)

    Acquires tax-foreclosed vacant property to sell to qualified developers to construct affordable housing for income eligible households.

  • LTP - Land Transfer
    Program

    Program that sells City of Dallas-held vacant, tax-foreclosed, and surplus property to qualified developers to construct affordable housing.
