About HPTF:

HPTF was established with the adoption of the Comprehensive Housing Policy to solicit input from the general public and industry experts on the city’s housing priorities and goals. It creates a forum for open dialogue and education on housing issues and progress updates on how the city is addressing the issues. 

Led by a steering committee with a chairperson, five focus area facilitators with industry expertise, and five focus area City staff representatives. The task force itself is open to any member of the public who chooses to attend the meetings and/or submit feedback electronically. 

Within the direction provided by City Council, the task force and its steering committee contribute stakeholder input and subject-matter expertise in the following focus areas and to further the following purposes: 

 

  • Multifamily development: Develop and refine policy, programs, strategies, and tools, and recommend amendments to the development code that maximize the production of new mixed-income multifamily and rental units by providing incentives for mixed income development. 
  • Single family and ownership development: Develop and refine policy, programs, strategies, and tools, and recommend amendments to the development code that maximize production of new mixed-income single family and ownership units from 60% to 120% AMI by providing incentives for mixed income development. 
  • Affordability preservation: Develop and refine policy, programs, strategies, and tools, that encourage rehabilitation and preservation of, and improve access to, existing affordable rental and homeownership housing units.
  • Neighborhood investment: Develop programs, strategies, and tools to invest funds and city support in neighborhoods in need of investment in preparation for future market-based investment in Reinvestment Strategy Areas while ensuring sustainable, equitable growth and promoting greater fair housing choices. 
  • Support and funding: Identify and secure new funding sources, maintain and support existing funding sources, minimize regulatory barriers, and review all state and federal policy recommendations related to housing while ensuring transparency and affirmatively furthering fair housing.

Housing Policy Task Force Review of One Dallas Options

The Housing Policy Task Force met on Monday, November 15th from noon to 1:00 pm to update the task force on the proposed One Dallas Options program and gather feedback on the initiative.

One Dallas Options is a proposed expansion of the current Mixed Income Housing Development Bonus Program (MIHDB), which trades additional development rights for on-site dwelling units reserved for households under a certain percentage of the area median family income.

The current MIHDB has multiple new mixed-income communities in the pipeline, all over the city of Dallas, from far north Dallas, to east Dallas, to Uptown, to UNT, to the Palladium Redbird development near Dallas Executive Airport.

The new One Dallas Options, if approved, would incentivize even more mixed-income communities by providing a menu of incentive options – additional development rights, parking reductions, faster development review, financial incentives – in exchange for on-site provision of mixed income units, a fee in lieu of provision, or land dedication to the City. (The financial incentives would only be available for developments providing reserved dwelling units on-site.)

This proposed program would also create a revenue stream through the fee in lieu option that could be used for gap financing for on-site provision, for other mixed income projects, or for equitable revitalization of neighborhoods. Over the past few years, the Housing department has incentivized the construction of thousands of units through its Notice of Funding Availability application, the recommended mechanism for distributing One Dallas Fund revenues.

The City and its consultant, Daedalus Advisory Services, have collected feedback on a proposed structure for the menu of options in One Dallas as well as the range of incentives. We now want to reach out to the HPTF to ensure a broader range of stakeholders are involved in creating this new program. To this end, we are holding an hour-long presentation and listening session with you. The meeting provided:

  • A brief history of the current MIHDB and development pipeline
  • An overview of the proposed One Dallas Options program
  • The menu of regulatory bonuses, administrative bonuses, and financial incentives
  • The options for providing reserved units, paying a fee in lieu, or dedicating land
  • A description of potential uses of the new One Dallas Fund

Monday, September 20, 2021  1:00 PM - 2:30 PM

CHP Changes to Dallas Homebuyer Assistance Program and New Construction and Substantial Rehabilitation Program


The Department of Housing & Neighborhood Revitalization team met on Monday, September 20, 2021 between 1 PM and 2:30 PM for a discussion regarding proposed changes to the Comprehensive Housing Policy for the Dallas Homebuyer Assistance Program (DHAP) and development loan subordination requirements.

The meeting provided a brief background and history of the programs, an overview of their current policies, and the proposed amendments. They shared why we are seeking amendments and how this will impact the program operations.
