Area plans focus on specific areas of the City that include multiple properties, and provide policies, programs, detailed plans, regulations or incentives. Below are brief descriptions and links for Area Plans by topical category.

Land Use Area Plans

Land Use Area Plans
These plans establish land use and development policy in specific areas at a greater level of detail than the ForwardDallas Comprehensive Plan.  They are intended to guide future zoning and land development decisions, followed by City initiated zoning changes. 



Preservation Area Plans

Landmark Historic Districts 
These are zoning districts with special regulations and incentives designed to preserve the historical character of an area. Click here to view an interactive map and list of historic districts. These districts are managed by the Sustainable Development and Construction Department.

Conservation Districts
These are zoning districts that are established to help neighborhoods protect and preserve certain physical attributes by providing additional development and architectural regulations.  Click here to view a list of Conservation Districts with individual maps. These plans are managed by the Planning and Urban Design Department.



Neighborhood Revitalization Area Plans

Neighborhood Plus Target Area Plans
Twelve Neighborhood Plus target areas have been identified by City Council for targeted neighborhood revitalization efforts. These plans establish inter-departmental teams to work with neighborhood-based stakeholder advisory committees to address issues and long term improvement needs. Transportation Area Plans

Comprehensive Transportation Plan for the Dallas CBD (June 2005)
This plan conducted a comprehensive analysis of streets in the Dallas Central Business District and made recommendations for changes in street design and operations.  This plan is managed by theTransportation Planning Department.

Urban Transit Design Guidelines (April 2017)
These design guidelines apply to all transit projects operated by Dallas Area Rapid Transit (DART) generally located within a two and a half mile radius of Downtown Dallas. The guidelines inform a design review process for transit projects to further the creation of safe, pedestrian-friendly stations and corridors that encourage transit ridership; promote a sustainable urban environment and enhance economic development potential. This document is managed by the Planning and Urban Design Department.



Economic Development Area Plans

Public Improvement Districts (PID)
These districts allow property owners in an area to request the collection of special property tax assessments to be used for services beyond typical City of Dallas service levels according to an adopted plan. These special services may include additional security, cleanup, marketing, planning and other services.  The link above takes you to a list and map of PIDs.  These districts are managed by the Office of Economic Development.

Tax Increment Financing Districts (TIF)
These districts enable a portion of property tax revenues generated from new real estate development to be reinvested into the district to support the implementation of adopted redevelopment plans. Park & Recreation Area Plans

Downtown Parks Master Plan Update (April 2013)
This plan augmented the 2004 Downtown Parks Master Plan and includes a summary of the status of downtown parks. It includes goals for the City Center, Historic West End, Convention Center and Farmers Market Districts and guidelines for future priority parks. This plan is managed by the Parks & Recreation Department.

Balanced Vision Plan for the Trinity River Corridor (December 2003)
This plan provides a grand vision for the long-range health and vitality of the Trinity River Corridor.  It balances potentially conflicting goals by providing undiminished flood protection while supporting environmental restoration, creation of a magnificent recreation and urban open space amenity, economic opportunities for adjoining neighborhoods, and advancement of regional transportation.  This plan is managed by Trinity Watershed Management.

The Great Trinity Forest Management Plan (2008)
The Great Trinity Forest is being restored by the City of Dallas for flood control, water quality, recreation, wild life, aesthetics and carbon sequestration. This plan provides guidelines on how to restore the hardwood forest, estimates restoration and management costs, and outlines the management schedule and condition of the forest for a hundred years into the future.  This plan is managed by Trinity Watershed Management.

The City makes plans to address development, management operation and maintenance of several large City facilities including:
