Authorized Hearings is a process initiated by either the City Council or CPC to determine proper zoning. The City Council or City Plan Commission (CPC) may authorize a public hearings to consider proper zoning in an area. This authorization is provided by the City of Dallas Development Code. This zoning change proposal differs from typical zoning applications in that property owners have not made an application to change the zoning, it is a process intiated by City Council or CPC.  Once initiated, the same requirements for public hearings apply: 
1) a public hearing before the CPC,
2) and a public hearing before City Council.

This process allows for the CPC and City Council to hear from the public. Decisions are not made until both CPC and City Council hear from the public.


​Authorized Hearing Prioritization for Processing

In the past, Authorized Hearings were processed in the order they were initiated. The current method for determining the order allows the City to leverage City efforts, funding, or other activities related to development in the area by assigning points based on a set of criteria.

As Authorized Hearings are considered by either the City Council or the City Plan Commission (CPC), a list showing the placement of the proposed authorized hearing will be provided. The list is provided prior to the public hearing to consider initiating the proposed Authorized Hearing.

The criteria for each Authorized Hearing are reviewed on a quarterly basis to determine if changes have occurred in the area to warrant a change in the order. Changes such as a recently adopted land use plans or the start of a significant infrastructure project are examples of criteria that would garner additional points and may elevate the Authorized Hearing on the list.


Authorized Hearings - In Progress

  • Edgefield - Clarendon Commercial Node (Z189-143)
    An area generally located along both sides of Clarendon Drive from Windomere Avenue on the West to the alley east of Edgefield Avenue on the east, a portion of which is in a Dry Overlay. The area is approximately 2.13 acres.

  • Hampton - Clarendon Corridor (Z189-349)
    An area generally located along both sides of Hampton Road between Wentworth Street to the north and Brandon to the south and along both sides of W. Clarendon Drive between the alley parallel to Hampton Road and Marlborough Avenue and containing approximately 35 acres.


  • Planned Development District No. 298 (Z212-308)
    Generally bounded by North Central Expressway, Roseland Avenue and its northeastward prolongation, Fitzhugh Avenue, San Jacinto Street, Peak Street, Gaston Avenue, and Good-Latimer Expressway and containing approximately 455.04 acres.

  • Planned Development District No. 305 (Z128-223)
    An area generally located on both sides of North Central Expressway with Carroll Avenue to the north, Hall Street to the south, Turtle Creek Boulevard to the west, and Ross Avenue to the east and consisting of approximately 116.62 acres.

  • Planned Development District No. 621 (Z190-136)
    Subdistricts 1, 1A, 1B, 1C, 1D, 1F, 1G, 1H, and 1I within Planned Development District No. 621, Old Trinity and Design District Special Purpose District; an area generally bounded Sylvan Avenue / Wycliff Avenue on the northwest, the meanders of the old channel of the Trinity River on the north, Interstate 35 on the east, Continental Avenue on the south, and the Trinity River Floodway on the west.

  • Valley View - Galleria Area (Z189-357)
    An area generally bounded by LBJ Freeway, Inwood Road, Alpha Road, Barton Drive, Southern Boulevard, and Preston Road and consisting of approximately 428.58 acres.

  • North Cliff Neighborhood Center (Z189-127) - Completed - Approved 3/26/25
     An area generally located along both sides of Pierce Street from Catherine Street on the south to the alley north of Gladstone Drive on the north and containing approximately 5.15 acres.
  • Floral Farms (Z189-341) - Completed - Approved 2/12/25
    An area generally bounded by Julius Schepps Freeway to the west, McCommas Bluff Road to the south, Union Pacific Railroad to the east, and River Oaks Road to the north, containing approximately 522.18 acres.

  • Jimtown Neighborhood (Z189-240) - Completed - Approved 1/22/25
    An area generally bounded by Franklin Street on the west, the alley of north Kingston Street on the north, a line running north/south west of the alley west of Hampton Road on the east, and Brandon Street on the south. The area, which hereby referred as Jimtown Neighborhood, is approximately 10.37 acres.
  • Downtown Elmwood (Z178-142) - Completed - Approved 2/28/24

    Generally along both sides of Edgefield Avenue from Tennessee Avenue to the alley south of Newport Avenue, both sides of Balboa Drive between Pioneer Drive and Berkley Avenue, both sides of Ferndale Avenue from the alley east of Tennessee Avenue to the alley east of Balboa Drive, both sides of Brunner Avenue between Balboa Drive and Edgefield Drive, and both sides of Newport Avenue between Balboa Drive and Edgefield Drive, and containing approximately 14 acres.

  • Singleton, Boulevard, Bedford, Borger, Chicago and Duluth Streets, (Z189-241) - Completed

    This area is currently zoned IR Industrial Research and is an generally bounded by Singleton Boulevard on the north, Borger Street on the east, including the southeast corner of Singleton Boulevard and Borger Street, the south side of Duluth Street on the south, and a line running north/ south intersecting the terminus of Bedford Street and Duluth Street on the west, and containing approximately 9.26 acres.

Authorized Hearings - On Hold

  • Tenth Street Historic District and PD 388 (Z189-348) - On Hold
    Planned Development District 388 with Historic Overlay No. 10, Elizabeth Chapel, and Historic Overlay No. 60, the Tenth Street Historic District in an area generally bounded by Eighth Street, a D.P.&L Company right-of-way, Clarendon Drive, Fleming Avenue, and I-35 (South R.L. Thornton Freeway).

  • Vickery Meadow (Z167-378) - On Hold
    An area generally bound by Walnut Hill Lane to the north, North West Highway to the south, Pineland Drive to the east and Greenville Avenue to the west.
