​This authorized hearing is part of the implementation of the South Dallas/Fair Park (SDFP) Area Plan, an area plan unanimously adopted by City Council on June 25, 2025. The plan examines existing conditions, sets a future land use and urban design vision, and provides recommendations for how zoning can support that vision.

 

WHERE ARE WE NOW? 

  • Three (3) public meetings are scheduled between October - December 2025. See calendar below for dates.  Each meeting will cover different information. It is recommended to attend each meeting to continue to stay informed in this process.

SCOPE & OBJECTIVE

On October 12, 2022, the Dallas City Council authorized a city-initiated zoning review for PD 595 (South Dallas/Fair Park) to determine the proper zoning on properties zoned Planned Development No. 595, the South Dallas/Fair Park Special Purpose District. . The first public meeting was held at the South Dallas Cultural Center in December 2022. More than 100 community events were held including community meetings & workshops, walking tours, site visits, stakeholder interviews and information sessions.  The SDFP Area plan was adopted in June 2025. The purpose of this authorized hearing is to explore how to implement the land use and zoning recommendations of the SDFP Area Plan, ensuring that future zoning aligns with the community’s adopted vision. The SDFP Area Plan provides a long-range vision for: land use and zoning, urban design and neighborhood character,  transportation and mobility, infrastructure improvements and addressing community concerns, including gentrification, displacement, and revitalization. 


BACKGROUND

PD 595 was first established on September 26, 2001 as part of Ordinance No. 24726 and encompasses over 3,000 acres in the South Dallas/Fair Park area generally bounded by the Union Pacific (DART) Railroad, the Southern Pacific Railroad, C.F. Hawn Freeway, the D.P. & L. Company easement, Central Expressway (S.M. Wright Freeway), the Southern Pacific Railroad, the Santa Fe Railroad, R.L. Thornton Freeway, Second Avenue, Parry Avenue, Robert B. Cullum Boulevard, Fitzhugh Avenue, Gaisford Street, and the common line between City Blocks 1820 and D/1821.

Process

The authorized hearing process provides residents, property owners, business owners and other stakeholders with the opportunity to participate in the decision-making process regarding zoning, development standards and other regulations in a specific area. The process emphasizes community involvement and ensures that the City of Dallas does not make any changes to zoning without input from stakeholders. Typically, the authorized hearing process involves

• Reviewing current zoning and land uses in an area

• Addressing land use incompatibility and inconsistencies

• Developing recommendations for zoning changes
