The 89th Texas Legislature passed multiple laws that limit the zoning authority of the City of Dallas.

SB 840 states that certain Texas cities, including Dallas, cannot prohibit the development of multifamily housing in zoning designations that permit commercial activities, such as retail and office. The law also addresses the City's ability to regulate certain standards, such as density, parking, setbacks, floor area, and height, in these areas. 


SB 15 states that certain Texas cities, including Dallas, cannot prohibit the creation of new small lot subdivisions on land over five acres that is not platted and is zoned for single family uses. The law also addresses the City's ability to regulate certain standards, such as setbacks, lot coverage, and height in these subdivisions.

Is it true that SB 840 eliminates the requirement to amend my development plan? 
Answer: 
Not exactly. Compliance with development plans is still required; however, any amendments to the plan related to an SB 840 eligible project must be administratively (staff-level) reviewed/approved.
