​The Bottom Area is one of twelve Neighborhood Plus focus areas. The Bottom Target area is located in District 4, generally bounded by R.L. Thorton  to the west, Trinity Levee northeast, Corinth to the east and Eighth Street to the South. Neighborhood Plus is a comprehensive neighborhood revitalization strategy for the City of Dallas.
