Q-Team offers an alternate service for plan review at the City of Dallas. The service allows applicants to pay a fee for a personalized and expedited plan review, including a meeting all stakeholders are invited to attend. Q-Team meetings are conducted by appointment only, with the applicant, developer, design team and other consultants involved in the project, as well as Q-Team subject matter experts. The Q-Team goal is to review the project, answer all questions, and provide the applicant with a path toward timely and successful permit issuance.

Customers seeking to utilize this service will be required to first submit all the required plans and documents with the permit application. Before the plan review team conducts the official review, the applicant must make an appointment and ensure the completeness of the submitted documentation.
Once the application is accepted, staff will provide the applicant with the schedule of available meeting time slots and instructions. Appointments will be scheduled at least five days (5) in advance and can be held on Tuesday, Wednesday, and Thursday for a full-day or half-day meeting.
The official technical review of the project commences at the Q-Team meeting. Staff and stakeholders will collaborate and become partners during this meeting to discuss the proposed development. If the permit cannot be issued at the end of the meeting, the applicant will have the option of scheduling a follow-up meeting. If no follow-up meeting is requested, the applicant should revise the drawings and resubmit them via the online system. All requested revisions will be reviewed within ten (10) business days upon resubmittal.
All of the standard permit and plan review fees apply (refer to Fee Schedule) in addition to the intake fee and a $1,000 per hour plan review fee. There is a maximum fee that is based on the size and square footage of the building project.

- New construction or additions or remodels
- Exterior building renovations or modifications
- Interior remodels, finish outs or renovations
- Projects that have a preliminary plat or final plat
- Projects that have completed the first engineering review (if applicable)
- Projects that are not properly zoned for intended use
- Projects that are not platted or can validate a legal build site
- Projects that have not received the appropriate approvals from other Departments in advance (Conservation, Historic, Floodplain, etc.)
- Projects that do not have a MIHDB Verification Letter.
- Projects that do not have an approved Development Plan.
- Projects that only involve sitework (paving, driveways, sidewalks, etc.)
Fees will be posted in the following sequence and shall be required to be paid by the applicant.
Failure to make payment may result in a longer permit review. - Initial fee (All base fees, intake fee, construction fees, plan review fees, and one hour of
the Q-Team fee) - Review meeting fee (Initial review meeting fees assessed at a rate of $1,000.00 per hour)
- Follow-up fee (Optional follow-up review meeting fees assessed at a rate of $1,000.00 per
hour) - Quarterly fee (Fees assessed at a rate of $1,000.00 per hour that are issued for services
rendered over the previous quarter for existing permit applications) - Final fee (Fees that are posted to settle any remaining balance at the end of the review)
