The Pre-Development plan review service is tailored to projects that are in the initial planning and design phase. This service offers opportunities for the applicant to assemble their development team and partner with City staff to review their preliminary development projects in a meeting setting. The meeting is an advisory meeting where collaborative discussions can occur between City staff and the applicant, developer, design team and other consultants involved to identify, examine, and address project-related questions and concerns at the initial stages of planning and design. The meeting is not for permit review and no permit will be issued at its conclusion.

Customers seeking to utilize this service will be required to first submit a completed Pre-Development meeting application along with drawings of the proposed project.
Once the application is accepted, City staff will provide the applicant with the schedule of available meeting time slots and instructions. Appointments will be scheduled at least five days (5) in advance and can be held on Tuesday, Wednesday, and Thursday.
A fee for the project review must be paid by Friday, the week prior to the scheduled meeting. The fee is $1,316.00.

How do I schedule a Pre-Development meeting?
Email us at DEVPredevelopmentmeeting@dallas.gov with attachments of your Pre-Development meeting application and project drawings to schedule a meeting. (Please note: Once drawings are submitted, they cannot be updated or replaced without the meeting being rescheduled. Please ensure all drawings are satisfactory before applying.)
Where can I find a Pre-Development meeting application form to fill out?
The application form can be found by going to the Plan Review & Field Service Inspections page of the City of Dallas website and clicking Forms and Applications. The form will detail the exact requirements of the documents to submit to get your project prescreened and scheduled.
Where are Pre-Development meetings held?
Pre-Development meetings are held virtually via Microsoft Teams.
How long does it take to receive written comments for a project?
Written comments from all plan reviewers will be complied and delivered via email to the applicant within five (5) business days of the meeting.
