Water/Wastewater, Paving/Drainage and Transportation Engineering Divisions

The Water/Wastewater, Paving/Drainage and Transportation Engineering Divisions play a crucial role in supporting private development within the City of Dallas. These divisions are responsible for reviewing, commenting on, and approving engineering plans submitted by private developers to ensure compliance with city codes and regulations. The Drainage/Paving and Transportation Engineering Divisions, represents the Transportation and Public Works Department and the Water/Wastewater Engineering Division represents the Dallas Water Utilities Department in all that is related to the review and approval of proposed private development projects. Together, they help maintain the city’s infrastructure, protect public health and safety, and promote sustainable developments around the City.

These divisions are vital in shaping the infrastructure of Dallas while ensuring private developments align with public safety, sustainability, and long-term growth objectives.

Engineering Consultations (new)

Beginning November 1st, appointments with our Engineering Consultation Team should be scheduled in advance.  All appointments can be In-Person or Virtual (through MS Teams).  We offer two Engineering Consultations options.

Basic Engineering Consultation (20 min. - Free)
Our Basic Engineering Consultation is designed to provide foundational knowledge for your site.  These are complimentary 20-minute sessions with a knowledgeable team member.  This consultation is a starting point for understanding the basics for your specific site such as submittal requirements and permitting processes.


Enhanced Engineering Consultation (up to 1-hr - $100 fee)
In addition to our standard complimentary 20-minute Basic Engineering Consultations, we've introduced a premium Enhanced Consultation for more in-depth guidance. This fee-based service ensures focused time with an Engineering specialist.  We go beyond the basics to address specialized Engineering challenges such as:

  • Review of new project plans
  • Guidance on plat requirements related to public infrastructure
  • Assistance with easements and abandonments
  • Support Real estate inquiries
  • Evaluation of backflow agreements/Additional Easements by Separate Instrument/ Flow Monitoring and Capacity Flow Studies/Condition checks/Main replacement ad Upsizing requirements etc.
  • Assessment of Floodplain considerations

The initial fee for this service starts at $100, for up to a one-hour session.  Additional fees may apply for certain determinations and/or additional research.

Please note: Engineering Consultations are for preliminary conversations and are not designed for open permit needs.  Engineering Consultations do not guarantee permit approval or replace other services such as Site Plan Reviews or Pre-Development Meetings.

Dallas Development Guide

The Dallas Development Guide is a guide to the Development Review Process.  It provides a summary overview of the process, describes what circumstances will trigger a particular review, and provides flow charts showing the chronological processes that must be completed before proceeding to further reviews. It is not intended to provide every technical detail or requirement of each review that makes up the development review process, the intent of this guide to provide an overview of the city Permitting / Processing system, while aiding to identify any potential issues early in the process.
