Scope and Content

Collection consists of one report.

On May 24, 1989, Mayor Annette Strauss and the City Council appointed members to the State-Thomas Board of Directors to prepare and adopt a project plan and a reinvestment zone financing plan.  This collection is the prepared plan. 

The State-Thomas Board of Directors contemplated a long-term development program, including an estimated $470 million in private development over a 20-year period, a $20.1 million (in 1989 dollars) public improvements program completed over a 13-year period, and new annual real estate tax revenues to the participating taxing jurisdictions of more than $6 million in Year 14, rising to almost $12 million in Year 20.

This board consisted of five members representing the City of Dallas, two members representing the Dallas Independent School District, and one member each from Dallas County, Dallas County Community College District, and the Dallas County Hospital District.
