Scope and Content
Collection documents a challenge to the sale of City of Dallas municipal bonds between 1927 and 1930. The bond firm of Chapman and Cutler, Chicago, approved a $3,900,000 issue and sale in September 1930 but identified an error by the City in attempting to sell $25,000 in bonds for an Industrial Home because it had been authorized twenty-two years previously. The City of Dallas was required to withdraw the Industrial Home portion of the bond sale announcement.
A bond is defined as “an interest-bearing certificate of public or private indebtedness.” Chapter II, Section 1 of the Dallas City Charter authorizes the city “to borrow money on the faith and credit of the city by the issue or sale of bonds, warrants or notes of the city.”
Collection contains correspondence concerning the bond firm’s challenge to the validity of municipal bond sales and includes communication between the City Secretary’s Office, City Attorney’s Office, Office of the Texas Attorney General, and the Law Offices of Chapman and Cutler and W.P. Dumas between 1927 and 1930.
