Scope and Content
The Dallas Police Department task force began operation March 1, 1988. Task force activity throughout the four month project was divided into two phases. Phase 1 involved an approximately six week review of all relevant Police Department practices, procedures and operations impacting the work of the task force. Its purpose was to acquant members of the task force with the key personnel, issues, and operating procedures associated with these functions. During this process, preliminary data was collected identifying potential administrative bottlenecks and operating difficulties.
Phase 2, which began in mid-April, 1988, focused on a limited nlumber of key issues. From this review, the final report and recommendations were produced. As parts of this review, task force members traveled to the Los
Angeles, San Diego and Garden Grove Califronia Police Departments in an effort to gain additional insight into police operations.
The report originated from a proposal from Mayor Annette Strauss and City Manager Richard Knight who, in consultation with Chief of Police Billy Prince, invited the organization Dallas United to conduct an administrative cost and manpower utilization study of the Dallas Police Department.
