What is this project?

The Public Safety Training Complex (PSTC) is a new public safety training facility proposed on 60+ acres at Dallas Executive Airport. The PSTC was not included in the original 2024 Bond Program. The need for a site to house the driving track and simulated village were identified as a separate need in a Dallas City Council Public Safety Committee briefing on November 13, 2023. A feasibility study, presented to City Council on April 15, 2026, reviewed six city-owned parcels and identified Dallas Executive Airport as the most viable site. The complex is planned to include:

  • An Emergency Vehicle Operations Course (EVOC) : Training area for safe, controlled emergency driving and maneuvering;
  • Skill and Skid Pads: Surfaces to practice vehicle control in slippery or challenging conditions;
  • Simulated Street Grid: Mock city streets for realistic emergency driving and response training;
  • Outdoor Tactical Village: Realistic setting for practicing coordinated tactical and rescue operations;
  • Firearm Ranges: Safe, controlled spaces for authorized firearm training and proficiency;
  • Obstacle Course: Physical challenge area for building strength, agility, and endurance;
  • Support Buildings: Facilities housing classrooms, offices, equipment, and essential training services;
  • Parking: Designated areas for staff, trainees, and visitor vehicles.

How This Fits Into the November 2026 Ballot

The $149M unfunded portion of this project would be funded through City of Dallas Proposition A — Public Safety Facilities, a proposed $443M general obligation bond authorization. Proposition A is also planned to fund several other public safety facility projects not covered in this fact sheet, including the Dallas Police Department (DPD) Law Enforcement Training Center, an Emergency Operations Center/911 Facility, a consolidated DPD Property Room, Evidentiary Vehicle Storage Facility and Crime Lab, and Fire Station No. 4 replacement.

Total amount being considered by voters is $443M for Proposition A. Under Texas law, the official ballot language for this proposition is required to state: “This is a tax increase”; however, the city’s tax rate will not increase related to this bond program. The estimated repayment for all of Proposition A, including principal and interest, is $629,618,180 over a term not to exceed 20 years.
