Budget & Management Services – Grant Administration/Community Development Division provides program oversight for the U.S. Department of Housing and Urban Development (HUD) Consolidated Plan, which includes:​​​

Community Development Block Grant (CDBG) Emergency Solutions Grant (ESG)Home Investments Partnership Program Grant (HOME)Housing Opportunities for Persons with AIDS (HOPWA)

The Consolidated Plan identifies the needs, priorities, and details on how the community needs will be addressed through a comprehensive analysis and strategic plan. The FY 2022-23 Consolidated Plan was approved by City Council on June 22, 2022, through Council Resolution #221024.

Grants are intended for the development of viable urban communities by providing decent housing, suitable living environments and economic opportunities, principally for the benefit of individuals who earn low and moderate incomes. Shaded sections on the CD Eligible Census Tracts and Block Groups have been identified as primarily "low/moderate-income areas" (LMA), and qualifying activities are considered to benefit all residents and businesses within the corresponding areas. The City of Dallas receives these grants from HUD annually. To ensure grant compliance, the Grants Administration maintains an ongoing relationship with HUD; trains and monitors City departments that implement funded projects; supports the City Council-appointed Community Development Commission (CDC); and interprets HUD and other federal regulations.

The City of Dallas' Citizen Participation Plan (CPP) for HUD grants requires a minimum of six (6) public hearings be held during the development phase of the Consolidated Plan. Resident input informs City Council about activities (within HUD guidelines) that will best serve the needs of communities and, therefore, is an important part of the Consolidated Plan budget development process. In January 2023, the Grants Administration and CDC hosted five virtual and one hybrid Neighborhood Public Meetings with guest presentations by the Office of Environmental Quality & Sustainability (OEQS) and the American Rescue Plan Act (ARPA) team.

The City invites residents to provide their input on how HUD grants should be spent to serve households that earn low to moderate incomes. Feedback received by March 1st will be considered in subsequent year's budget development. For instance, feedback received by March 1, 2023, was used to develop the budget for FY 2023-24, which starts October 1, 2023.
