If you need relief from the cold weather, please visit any of the City of Dallas' public facilities, including libraries and recreation centers, available during regular business hours. 

Operation hours vary by location; please view the hours here: Dallas Public Library and Dallas Recreation Center.

Assistance for unsheltered individuals can be found through the Office of Homeless Solutions.

Cold Safety and Energy Savings Tips:

Cold temperatures and winter storms can pose significant risks, but taking precautions can help keep you and your loved ones safe during the colder months. The elderly, very young, and those with chronic illnesses are especially vulnerable to cold-related illnesses like hypothermia and frostbite. If you know someone in your family or neighborhood who might be at risk, please check on them safely and often. Protect yourself, your family, and your neighbors from the effects of extreme cold by taking the following precautions:

  • Stay hydrated by drinking plenty of non-caffeinated, non-alcoholic beverages. 
  • Stay warm by dressing in layers, covering exposed skin, and wearing hats, gloves, and insulated boots when outdoors.
  • Limit time outdoors in extreme cold, and take frequent breaks indoors to warm up.
  • Stay indoors as much as possible, and keep your thermostat set to 68°F or lower to conserve energy. Use weather stripping and keep blinds or curtains closed to retain heat.
  • Use blankets and wear warm clothing indoors to stay comfortable without overusing heating systems.
  • Conserve energy by running large appliances during off-peak hours or limiting their use altogether.

 Freezing temperatures, wind, sleet, and snow can be dangerous.  Protect yourself, your family members, and others from the effects of cold temperatures by building or adding to your emergency kit and by visiting Winter Weather Preparedness.
