​On April 24, 2025, the City Plan Commission (CPC) will consider deauthorizing (terminating) this case due to insufficient community support. Given the small size of the area, the lack of community support and support from the area property owners, staff has recommended termination of this authorized hearing.

On November 15, 2018, the City Plan Commission (CPC) authorized a city-initiated zoning review for the area generally located along both sides of Clarendon Drive from Windomere Avenue on the West to the alley east of Edgefield Avenue on the east, a portion of which is in a Dry Overlay. The area is approximately 2.13 acres.

The Edgefield-Clarendon Commercial Node Authorized Hearing is part of the implementation of the West Oak Cliff Area Plan (WOCAP), an area plan that was unanimously adopted by the CPC on September 15, 2022. The plan provides the long-range vision for land use, urban design, transportation, mobility, infrastructure, open space, and community concerns around gentrification, displacement, and revitalization in the West Oak Cliff area. WOCAP identified several focus areas in the community that need rezoning including the  Edgefield-Clarendon Commercial Node. Thus, the purpose of this authorized hearing is to implement appropriate zoning amendments for the area. This project will determine zoning amendments for the seven commercial properties around the former trolley stop by Winnetka Elementary School.


SCOPE & OBJECTIVE

The Edgefield Clarendon Authorized Hearing area spans 2.13 acres and consist of seven (7) commercial properties featuring an auto service center, restaurants, convenience store, and small-scale vacant retail and office spaces. Based on the feedback obtained from the WOCAP meetings, this particular intersection needs many improvements including infrastructure such as new sidewalks and streetscape. As a result, the project will explore potential infrastructure improvements and urban design standards to align future developments with the surrounding neighborhood context.

This project will determine zoning amendments for the seven (7) commercial properties around the former trolley stop by Winnetka Elementary School. The properties are currently zoned CR Community Retail. The purpose of the authorized hearing is to determine appropriate zoning to ensure the subject properties are not subject to undesired development that is incompatible with the future development vision for the commercial node. The goal is to protect the area from investors buying the properties and then replacing them with structures that are incompatible with the character of the surrounding neighborhood.

THE PROCESS
An authorized hearing is a City-initiated rezoning. The purpose of an authorized hearing is usually to determine the most appropriate zoning for an area. It typically considers zoning, development standards, and other appropriate regulations to ensure land uses and development standards that are compatible with existing and future development in an area.

 

The authorized hearing process provides residents, property owners, business owners and other stakeholders the opportunity to participate in the decision-making process regarding the zoning change, development standards, and other regulations for the commercial node. The process emphasizes community involvement and ensures that the City of Dallas does not rezone without the input from the property owners and the community residents. This process consists of three key steps:

  • Reviewing current zoning and land use in an area
  • Addressing land use inconsistencies and incompatibilities
  • Recommending appropriate zoning changes
